To open a .DXF file that is created in Millimetres you have to also open it in Millimetres.
When OSAAP converts a .bord file to .DXF it is done so with the units as Millimetres. This means you need to open the file in Millimetres as well. The problem is that most North American CAD packages such as Solid Works default to inches as the units.
